What's the "SQL query app" and where can I find it

Dear SeaTablers,
Sometimes I read about the “SQL query app” in the forum here, but don’t know where to find it, and didn’t see it mentioned in the manuals.
Sorry for this noob question, but is this part of SeaTable developer or cloud edition, is it a separate mobile app, …?
