Table editing restricted - cannot add or duplicate rows in one table

Hi, one of my tables has a padlock sign at the end of the table rows and does not allow me to add or duplicate rows (I can delete rows, lock rows, add comments, copy row url). The “+” sign at the end has disappeared. See screenshot. How this has happened, I have no idea. The padlock at the top of the table is not active. The table only has 112 rows. All other tables in the base are freely editable.

That fixed it. For some reason, the setting was for specific users and no users were selected.
